I guess I'd start with why you think the penetration is too much? How much is it relative to the dimensions of your problem.

I'm more of a old fart point-to-point contact guy. In the P2P world we consider that as you increased gap stiffness the more accurate you got (for solid contact your case is a bit different) and that at some point when you increased the stiffness and the answers didn't change much you'd say your contact stiffness was "converged". Usually the only penalty for increase gap stiffness was more run time. If you answer varies much with contact stiffness and you can't get a "converged" value - I'm not sure how you'd ever conclude what was the "right" stiffness to use unless you did have a physical test to calibrate it.

With the surface to surface (S2S), you have some other options - you could turn on the Lagrangian option to reduce penetration as well.
