The main problem I see is an error in the substructure generation:
SEOPT,gen,1,0,0,0
This setting only produced the stiffness matrix of the superelement.
For modal analysis you also need the mass. Use:
SEOPT,gen,2,0,0,0

Also, since the mass reduction is an approximation, I normally allow
ANSYS to pick a few master DOF automatically. In your model, you have
manually selected 1530 master DOF. After that is done I would probably
add this command:
TOTAL,1750
My thought here is to add about 10% more masters, distributed over the
model to give a better distribution of the mass.
