Mark,

I have installed ANSYS 6.1 on my laptop (WIN2K), and used start61.ans to
bring up the Pan/Zoom/Rotate and Select toolbars, and they do appear each
time, somewhere on the right time. It is true that they are in the
background, being covered by ANSYS single window. On the menu, you have a
button that allows you to bring up background windows.
It is working for me.
