Here is my experience.

First, I defeature the parts in the CAD system (chamfers...). Then,
I'm used to setting element size or meshing the smallest features
(such as, holes and radius which are important for stress results). By
this way, coarsened mesh or straightened elements area avoided as much
as possible in these areas. Then, I take a reasonable global element
size and use only smartsizing at the next step which is the meshing of
the biggest parts (using 6 to 9 setting).

I never use smartsizing on a whole assembly since I always
experienced too fine mesh in unuseful area. So, I'd rather prefer free
meshing under my control and I keep the possibilty to refine the mesh
afterwards.
