Try putting

/MSTART,ZOOM,ON

in your start.ans file........

I use the following line for my toolbar to make it possible to bring up
Pan_Zoom_Rotate with one mouse click, as desired.

*ABB,PAN_Z_R ,/UI,VIEW

The line is used in the start.ans file that is located in the DOCU
subdirectory of ANSYS on the PC, so it is enabled automatically when
ANSYS loads.
